The Municipal council is the highest decision-making and supervisory body of the city in matters within its own sphere of influence. It is elected every six years by the residents of the city of Innsbruck who are entitled to vote and consists of 40 members.

Tasks of the Municipal council
The Municipal council is the supreme decision-making body of the city in matters relating to its own sphere of activity. The Municipal Council is chaired by the Mayor.
Its duties are defined in § 18 of the Innsbruck municipal law.
There are Political Committees within the Municipal council. They discuss selected topics for the Municipal council. They are political instruments for forming opinions, to which experts are also invited.
The Municipal council can also hold enquiries to obtain information on a specific topic.

The Municipal council may hold an enquiry at the request of at least 14 members of the Municipal council. Experts and persons providing information are heard or their written statements are obtained. Enquiries can only be held on matters within the council's own sphere of influence. This refers to matters that the Municipal council can also decide on. Unless the Municipal council decides otherwise, enquiries are public.

Christine Oppitz-Plörer convened the first Municipal Council Enquete "Housing and Housing in Innsbruck 2013 - 2025" on 1 March 2013.
