Responsibilities of the Municipal council
The Municipal Council is the city’s highest decision-making body in matters falling within its remit. The Mayor chairs the Municipal Council.
Its responsibilities are set out in Section 18 of the Innsbruck City Charter.
The Municipal Council has Political Committees. These prepare selected topics for the Municipal Council. They serve as political instruments for forming opinions, and experts are also invited to participate.
In addition, the Municipal council may conduct inquiries to gather information on a specific subject area.
All members of the Municipal Council are subject to the Compliance Guidelines for Members of the Municipal Council of the Provincial Capital of Innsbruck.

Municipal council enquiries
The Municipal council may hold an enquiry at the request of at least 14 members of the Municipal council. Experts and persons providing information are heard or their written statements are obtained. Enquiries can only be held on matters within the council's own sphere of influence. This refers to matters that the Municipal council can also decide on. Unless the Municipal council decides otherwise, enquiries are public.

The seventh Municipal Council Enquiry was convened by Mayor Georg Willi on 22 January 2024 on the basis of a resolution passed by the Municipal Council on 12 October 2023.

Based on the decision of the Municipal council on 12 July 2018, the fifth Municipal council enquiry "Digitalisation in the provincial capital of Innsbruck" was convened by Mayor Georg Willi on 18 October 2018.
Enquete: "How big can Innsbruck become - limits to growth"
On 20 October 2017, Mayor Mag. Christine Oppitz-Plörer convened the fourth Municipal Council Enquiry "How big can Innsbruck get - limits to growth" on the basis of a resolution passed by the Municipal Council on 20 April 2017 and the City Senate on 3 May 2017.

Based on the decision of the Municipal council on 17 January 2013, Mayor Mag. Christine Oppitz-Plörer convened the first Municipal Council Enquete "Housing and Housing in Innsbruck 2013 - 2025" on 1 March 2013. Numerous representatives from business, science and politics analysed and discussed the housing situation in Innsbruck.
