City apartments

Here you will find all the information about the requirements for reserving and allocating a city apartment.

The municipal and non-profit housing supply comprises around 17,500 apartments. These residential properties are apartments with the right of occupation of the City of Innsbruck, which are referred to as city apartments for ease of reading. As these apartments are in high demand, there are clear guidelines and rules on how these apartments are allocated.

All information on this can be found in the Pre-notification and Allocation Guideline for Apartments with Right of Occupancy of the City of Innsbruck adopted by the Innsbruck Municipal council.

In the interests of the best possible transparency, these guidelines are formulated quite comprehensively. We have summarized the most important information for you in the following points:

How long is the Innsbrucker Wohn-Ticket valid for?

The reservation is made for a period of one year and must be renewed without being asked before this period expires (by submitting the necessary documents). You can renew the application 1 month before expiry.

Any changes in circumstances during the priority notice period (financial, family, possible change of residence, etc.) must be notified to Service Unit Housing allocation in writing and without request within a period of four weeks.

If the reservation is not renewed in good time or changes are not notified in good time, the application will be closed and the validity of the Innsbrucker Wohn-Ticket will expire. A new application is possible at the earliest after a blocking period of one year.

How do I get an apartment with the Innsbrucker Wohn-Ticket?

Service Unit Housing allocation allocates council apartments according to a points system based on the pre-registration and allocation guidelines (pages 20-21). This takes into account the personal situation recorded in the application - such as urgency, waiting time, family size, income or current housing situation.

Apartments are allocated following an active application on the housing allocation platform provided for this purpose. This means that if you have a valid Innsbrucker Wohn-Ticket, you can apply for available apartments that meet your requirements according to the reservation and allocation guidelines.

How does the housing allocation platform work?

The apartment allocation platform is user-friendly and designed to be intuitive for apartment seekers.

Registration and apartment search:

  • Registration: If your application is approved, you will receive an Innsbrucker Wohn-Ticket with your access data for the housing allocation platform. There you can view all personal data relating to the reservation for the allocation of an apartment.
  • Apartment search: You can also access the apartment search on the apartment allocation platform. You can select your desired district or certain furnishing criteria (e.g. balcony). An individual overview of all available apartments (according to the reservation and allocation guidelines) for your own housing requirements will appear: for example, single people will see single apartments and families with several members will see larger apartments.

This enables housing applicants to apply as they wish and simplifies the entire allocation process:

  1. Each person applying for an apartment can see which apartments are available for their own needs, where the apartments are located, how the apartments are furnished, how high the rental costs are and how many people are interested.
  2. There are also three categories of apartments on offer: "Existing properties", "New-build projects" and "Ready-to-occupy apartments".

You can find detailed instructions on how to use the housing allocation platform here.

If you require assistance in using the housing allocation platform, please contact Service Unit Housing allocation....

How does the application for an apartment on the platform work & how do I find out that I am eligible for the apartment?

In order to allocate apartments effectively and avoid vacancies, the available apartments are offered to several applicants at the same time.

Simple application process:

  • Each available apartment is available for application online for 72 hours. During this period, a binding interest in the apartment in question can be registered. Such an application is possible for a maximum of 3 apartments at the same time.
  • If the 72-hour period expires, the 5 top-ranked apartment applicants (who have the most points according to the points system of the reservation and allocation guideline) are automatically informed by e-mail that they should contact the relevant property management company for a viewing appointment.
  • The apartment must be confirmed or canceled on the platform within a period of 10 days. The applicant with the most points will be allocated the apartment in question.
    • If more than one applicant decides on or accepts the same apartment, the higher number of points will determine the allocation. If the number of points is the same, the time of application is decisive.
    • If applicants receive a rejection due to a lower number of points, this is not considered a rejection of the apartment offer.
    • If you do not respond to an offer of accommodation within the deadline stated in the offer or refuse to accept it, we will consider this to be a rejection of the offer.
    • If you are among the top 5 applicants at the end of an application period, your application for other apartments will be automatically deleted.

As you have registered your housing needs with the City of Innsbruck using the Innsbrucker Wohn-Ticket, you must regularly apply for apartments. If you do not apply for at least three apartments within six months, this will be considered a rejection of an offer.

You may be offered a total of two apartments.

If the second apartment offer is rejected, the active reservation will be canceled and the relevant apartment application will be closed/the validity of the Innsbrucker Wohn-Ticket will expire. As it can be assumed in these cases that there is no urgent housing need, a new reservation is only possible after a blocking period of three years.

What exceptions are there with regard to pre-booking an Innsbruck Wohn-Ticket?

As the supply of city apartments is limited, there are some exceptions regarding the eligibility for an Innsbruck Housing Ticket:

  • Ownership: Existing (residential) property that can be used for residential purposes as well as usufructuary rights and residential rights that are suitable for permanently covering housing needs are in any case an exclusion criterion for a reservation.
    • Under certain conditions (these must be credibly proven in each case), this can be deviated from in individual cases. In principle, this is possible if the existing property is not sufficient to cover one's own housing needs throughout the year (e.g. because the apartment is too small, can no longer be lived in due to urgent medical necessity, is encumbered with an actually exercised right of residence or usufruct) and does not exceed a certain value limit.
  • Assets: Assets worth (currently) more than EUR 120,000 (adjusted for value) that can be used to cover housing needs are also an exclusion criterion. This value limit applies to any form of property in Germany and abroad.

When submitting an application, confirmation must be provided that no property or assets exist in accordance with the above provisions.

What are the reasons for exclusion from the reservation and awarding process & when does the validity of the Innsbrucker Wohn-Ticket expire?

Persons cannot (continue to) be listed in the reservation and allocation procedure as persons in need of housing:

  • who have knowingly provided false information in the application and survey procedure
  • where one member of the household owns a residential property or a share in a residential property (see also exceptions regarding eligibility for pre-registration)
  • who have one or more secondary residences (except in certain exceptional cases according to the guidelines)
  • who refuse to undergo a local inspection or an inspection of the apartment to determine the living conditions
  • who no longer meet the requirements for an Innsbrucker Wohn-Ticket at the time an apartment is offered
  • who have been terminated due to unauthorized transfer or non-use of an apartment with settlement rights of the City of Innsbruck
  • who renounce an apartment allocated by the City of Innsbruck in favor of direct relatives
  • who already have an Innsbrucker Wohn-Ticket:
    • In the event of non-notification or late notification of changes in personal and financial circumstances that were relevant for the application and reservation as a person applying for housing.
    • In the event of the cessation of requirements that led to a reservation as a person seeking a residence within the meaning of these guidelines.
    • If two suitable offers of accommodation within the meaning of these guidelines are rejected.
    • Upon expiry of the deadline - if the Innsbrucker Wohn-Ticket was not extended in due time.

In principle, a waiting period of at least one year is to be expected before a new application can be made in the event of exclusion under these provisions. Under certain circumstances, there are longer special waiting periods of up to 5 years.

Reference values for the award

The size of the apartment you can apply for depends on the number of people who will be living in it:

1 person household

Special regulation: with recognized additional needs (medical necessity, joint custody/visitation arrangements, persons over 60)
1 single apartment
2 rooms
2-person household

Special regulation: single parent with one child
2 rooms
2 or 3 rooms (up to 65 m²)
3-person household3 room household
4-person household3-4 rooms
5 person household or more3-5 rooms

The reasonableness of the number of rooms depends on the layout of the apartment and the financial capacity of the persons to be provided for.

Innsbruck residential ticket for a city apartment

If you do not yet meet the required main residence/times of employment requirements and are homeless or at risk of acute homelessness, you can apply for a limited number of "Stadt-Kleinst-Garconnieren" (formerly "Stadt-Zimmer") under the following conditions:

  • You are of legal age and single
  • at the time of application, you have been registered as a main resident in Innsbruck for at least one year without interruption
  • You fulfill all other required criteria for an Innsbrucker Wohn-Ticket
  • You can prove your particularly precarious housing situation (homelessness or acute threat of homelessness)

Due to the limited number of available housing units, these "Stadt-Kleinst-Garconniere" are not available for application on the housing allocation platform.

The "Stadt-Kleinst-Garconniere" are allocated according to the date of application (not the waiting period) and via the employees of Service Unit Housing allocation

Rental contracts for a "Stadt-Kleinst-Garconniere" are concluded for a limited period of three years. A follow-up application may be considered.

Innsbrucker Wohn-Ticket for a change of residence

Do you already live in a city apartment and want to change it because it no longer meets your justified housing needs? Under certain conditions, you can submit an application for a change of residence and have it reviewed.

Without exception, an application for a change of residence can only be considered for the following reasons (at the earliest two years after the conclusion of the tenancy agreement) and subject to the submission of all necessary documents:

  • changed family circumstances: The number of occupants has changed and your apartment has become too small or too large as a result according to the guidelines.
  • rent burden is too high: your monthly rental costs amount to or are higher than 40 percent of your total net family income.
  • demonstrably urgent medical need: You demonstrably need a barrier-free apartment, for example, and this is not the case in your current apartment.
  • You have been living in a "Stadt-Kleinst-Garconniere" for at least one year and now fulfill the necessary main residence requirements in Innsbruck.

Additional points are awarded for resetting a city apartment(see pages 20-21 of the reservation and allocation guidelines).

In the event of a change of residence, the tenancy agreement for the apartment to be put on hold must be terminated before the tenancy agreement for the new apartment is signed.

Innsbruck residential ticket for condominiums

In addition to reservations for rental apartments, the City of Innsbruck also offers the option of making reservations for subsidized or subsidy-related owner-occupied apartments.

The personal requirements for this can be found in the reservation and allocation guidelines. The supply is very limited and depends on several factors, such as construction activity.

If you are interested in a municipal condominium, the staff at Service Unit Housing allocation will be happy to advise you.

FAQs

How long is the waiting time for a city apartment?

Unfortunately, there is no general answer to this question, as it depends on several factors. As a rule, the highest score is decisive. The waiting time is also influenced by how often and for which apartments you apply on the apartment allocation platform.

Where can I see my rank/score?

There will no longer be a rank number from June 1, 2025. The decisive factor is the number of points - you can see this in the housing allocation platform on your personal start page.

Are there emergency apartments?

No, the Service Unit Housing allocation does not have any "emergency apartments" available for allocation. All apartments with municipal occupancy rights are allocated in accordance with the reservation and allocation guidelines.

Can I apply for a specific apartment?

Yes - on the housing allocation platform you can see all apartments for which you can apply according to the reservation and allocation guidelines. You can then choose which one you would like to apply for.

Can I choose a new-build or older apartment?

Depending on availability on the housing allocation platform, you are free to choose which apartments you apply for.

Will my preferences for an apartment be taken into account?

On the apartment allocation platform, you will see all the apartments for which you are eligible according to the pre-registration and allocation guidelines. You can choose which one you would like to apply for - including location and furnishings.

What can I do if I have lost my Wohn-Ticket number?

Please contact Service Unit Housing allocation - Info Wohnen and present a photo ID.
