The Innsbruck Housing Ticket
A valid Innsbrucker Wohn-Ticket is required for admission to the reservation and allocation of city apartments.
What is the Innsbrucker Wohn-Ticket?
The Innsbrucker Wohn-Ticket helps you to find an apartment from the apartments offered by the City of Innsbruck.
It is the confirmation of reservation as a person recognized by the City of Innsbruck as an applicant for housing (according to the reservation and allocation guidelines). The respective Innsbrucker Wohn-Ticket number is used as a personal identification number throughout the entire reservation and allocation process and must be stated together with your name and date of birth in every personal, telephone or written inquiry without exception.
How can I apply for the Innsbruck Residence Ticket?

In order to receive an Innsbrucker Wohn-Ticket, you must fulfill all the basic requirements and submit all the necessary documents. Once your application has been successfully reviewed, you will be issued the Innsbrucker Wohn-Ticket.
To ensure that your application for an Innsbruck resident’s travel pass can be processed quickly, please submit it online if possible, or alternatively in person by making an appointment in advance.
Why haven't I received a Wohn-Ticket yet?
There may be several reasons for this:
- There is no or no correct e-mail address stored with the Service Unit Housing allocation
- The message could not be delivered for various reasons (e.g. mailbox full). In this case, you will still receive your Wohn-Ticket by post.
What requirements, necessary documents and information do I need to consider?
Requirements for the Innsbrucker Wohn-Ticket
- You are at least 18 years old or
- You are at least 16 years old and live with your child in the same household and/or
- You are at least 16 years old and live in an assisted living facility (housing registration and conclusion of contract only possible from the age of 18)
- You have Austrian citizenship, are of equal status or have a valid residence permit with access to the Austrian labor market
- Your income is within the specified income limits according to the requirements of the housing subsidy of the province of Tyrol
- You have lived (with your main residence) or worked in Innsbruck for at least four years continuously or have lived or worked in Innsbruck for a total of ten years
- You have a justified housing need within the meaning of the City of Innsbruck's reservation and allocation guidelines
Documents required for the Innsbrucker Wohn-Ticket
Your application can only be processed if all the necessary documents are submitted in full, are clearly legible and are in German (or accompanied by a certified translation):
- completed application form

- Land registry extract: confirmation that you do not own any property in Austria
- Affidavit (regarding assets or assets and property)
The negative land register extract and the statutory declaration must not be more than six months old at the time of submission. The date of issue is decisive. Older extracts cannot be accepted.

- in the event of divorce: divorce decree or proof of divorce filed in court
- in the case of visitation arrangements: declaration of paternity, custody order, visitation arrangements
- for widowed persons: Death certificate
- if you are listed as the main tenant in the rental agreement of a municipal flat: waiver of tenancy rights
- in the event of an exchange of flats: statement from the rent account issued by the property management company
- in the event of a judicial cancellation: Eviction settlement
- if you do not fulfil the required main residence periods in Innsbruck: Insurance data extract from the ÖGK about the work activity in Innsbruck
- in the event of demonstrable, urgent medical necessity relevant to your residence:
- Disability pass, expert opinion in accordance with the Assessment Ordinance (BGBI. II No. 261/2010), specialist medical certificates if these are necessary for the assessment.
- if application is made by a third party (of legal age): signed authorisation with copy of ID card
Please note that the data protection declaration must be signed and submitted with the application. Only complete applications can be processed.
Are you having problems with proof of ownership?
From 1 June 2025, when submitting an application, you must provide a relevant extract from the land register as proof that you do not own any property in Austria . You can obtain this from the district court.
Opening hours of the Innsbruck District Court:
- Mon to Fri: 08.00 to 15.00
- For the issue of the negative land register extract, preferably between 1.00 pm and 3.00 pm, and not on Tuesday mornings
Alternatively, you can also apply for this proof through a notary.
How long is the Innsbrucker Wohn-Ticket valid for?
The reservation is valid for one year and must be renewed automatically before the end of this period (upon submission of the necessary documents). You may submit your application for renewal as early as one month before the expiry date.
Any changes in circumstances during the period of registration (financial, family-related, change of address, etc.) must, without exception, be reported in writing Service Unit Housing allocation within four weeks, without being asked.
If the registration is not renewed in good time or changes are not notified within the specified period, the application will be closed and the Innsbruck Residence Ticket will cease to be valid. A new application may only be submitted after a waiting period of one year at the earliest.
How can I extend my existing Wohn-Ticket?
Registration using the Innsbruck Residence Ticket is valid for one year and must be renewed automatically before this period expires. You can renew your ticket as early as one month before it expires.
To renew your Innsbruck Residence Ticket, you will need:
- proof of your current household income ( the last three monthly payslips or the annual payslip for the previous year)
- a certificate of no property ownership for the applicant and, where applicable, their spouse or partner. This certificate confirms that you do not own any property in Austria and is issued by the Innsbruck District Court or a notary.
- a signed statutory declaration ( either regarding assets or assets and property) from the applicant and, where applicable, their spouse or partner
The renewal can be carried out via the housing allocation platform. Alternatively, it is still possible to submit Service Unit Housing allocation to Service Unit Housing allocation by email or in person during public opening hours. It is not necessary to submit a new application.
How do I get an apartment with the Innsbrucker Wohn-Ticket?
Service Unit Housing allocation allocates council apartments according to a points system based on the pre-registration and allocation guidelines (pages 20-21). This takes into account the personal situation recorded in the application - such as urgency, waiting time, family size, income or current housing situation.
Apartments are allocated following an active application on the housing allocation platform provided for this purpose. This means that if you have a valid Innsbrucker Wohn-Ticket, you can apply for available apartments that meet your requirements according to the reservation and allocation guidelines.
How does the housing allocation platform work?
The apartment allocation platform is user-friendly and designed to be intuitive for apartment seekers.
Registration and apartment search:
- Registration: If your application is approved, you will receive an Innsbrucker Wohn-Ticket with your access data for the housing allocation platform. There you can view all personal data relating to the reservation for the allocation of an apartment.
- Apartment search: You can also access the apartment search on the apartment allocation platform. You can select your desired district or certain furnishing criteria (e.g. balcony). An individual overview of all available apartments (according to the reservation and allocation guidelines) for your own housing requirements will appear: for example, single people will see single apartments and families with several members will see larger apartments.
This enables housing applicants to apply as they wish and simplifies the entire allocation process:
- Each person applying for an apartment can see which apartments are available for their own needs, where the apartments are located, how the apartments are furnished, how high the rental costs are and how many people are interested.
- There are also three categories of apartments on offer: "Existing properties", "New-build projects" and "Ready-to-occupy apartments".

Why can't I see any apartments on the apartment allocation platform?
There may be several reasons for this:
- The residential ticket is in the status "Application data being checked": This may be the case, for example, if the data is updated by the customer. In this case, the data change must first be checked by a clerk. This can take a few days.
- As long as the application status "Application data being checked" is yellow, you cannot apply for flats.
- Other reasons why "Application data is being checked" may appear, for example
- an internal medical assessment or flat inspection is pending
- the income data we have on file is not up to date
- the application was only submitted in May 2025
- If you have a very low income, it is possible that we do not currently have any suitable flats on offer - so your housing ticket is green, but you do not see any flats.
How does the application for an apartment on the platform work & how do I find out that I am eligible for the apartment?
In order to allocate flats effectively and avoid vacancies, available flats are offered to several applicants at the same time.
Simple application process:
- Each available flat is listed online for applications for 72 hours. During this period, applicants can register their binding interest in the flat in question. Applicants may submit applications for up to three flats at the same time.
- Once the 72-hour period has expired, the five highest-ranked applicants (those with the most points according to the points system set out in the Priority Listing and Allocation Guidelines) are automatically notified by email that they should contact the relevant property management company to arrange a viewing.
- Within 10 days, a binding acceptance or rejection of the flat must be submitted via the platform. Amongst all those who have accepted, the applicant with the highest number of points will be allocated the flat in question.
- Should several applicants opt for or accept the same flat, the higher points total will determine the allocation. In the event of a tie, the date of application will be the deciding factor.
- If applicants are rejected due to a lower points total, this is not considered a refusal of the flat offer.
- If you do not respond to a housing offer within the deadline specified in the offer, or if you refuse to accept it, we will regard this as a rejection of the offer. If you reject a flat offer, 30 points will be deducted – see the points system in the Priority Listing and Allocation Guidelines (pages 20–21).
- If, upon expiry of an application deadline, you fall outside the top five on the priority list, your application for other flats will be automatically deleted.
As you have registered a housing need with the City of Innsbruck via the Innsbruck Housing Ticket, you must apply for flats regularly. If you do not apply for at least three flats within six months, this will be regarded as a rejection of an offer.
Please note that only fully completed applications can be considered within the scope of the application obligation (the 72-hour online window of the flat must have ended).
A total of two housing offers can be submitted to you.
If the second housing offer is rejected, the active reservation is cancelled and the relevant Wohn-Ticket application is closed/the validity of the Innsbrucker Wohn-Ticket expires. Since it can be assumed in these cases that there is no urgent housing need, a new reservation is only possible after a blocking period of three years.
What exceptions are there with regard to pre-booking an Innsbruck Wohn-Ticket?
As the supply of city flats is limited, there are some exceptions regarding the eligibility for an Innsbruck Housing Ticket:
- Ownership : Existing (residential) property that can be used for residential purposes as well as usufructuary rights and residential rights that are suitable for permanently covering the housing requirement are in any case an exclusion criterion for a reservation.
- Under certain conditions (these must be credibly proven in each case), this can be deviated from in individual cases. In principle, this is possible if the existing property is not sufficient to cover one's own housing needs throughout the year (e.g. because the flat is too small, can no longer be lived in due to urgent medical necessity, is encumbered with an actually exercised right of residence or usufruct) and does not exceed a certain value limit.
- Assets: Assets worth (currently) more than EUR 123,600 (adjusted for value) that can be used to cover housing needs are also an exclusion criterion. This value limit applies to any form of property in Germany and abroad.
When submitting an application, confirmation must be provided that no property or assets exist in accordance with the above provisions.
What are the reasons for exclusion from the reservation and awarding process & when does the validity of the Innsbrucker Wohn-Ticket expire?
Persons shall not be included (or remain included) on the priority list and allocation list as applicants for housing with a housing need if they:
- those who knowingly provided false information during the application and assessment process
- where a member of the household owns a flat or holds a share in a residential property (see also exceptions regarding eligibility for the waiting list)
- who have one or more secondary residences (except in certain exceptional cases as set out in the guidelines)
- who refuse to allow an on-site inspection or a flat viewing to assess their housing circumstances
- who, at the time a flat is offered, no longer meet the eligibility criteria for an Innsbruck Housing Voucher
- who have had their tenancy terminated by the City of Innsbruck due to unauthorised subletting or failure to occupy a flat to which they hold a right of occupation
- who waive their right to a flat allocated by the City of Innsbruck in favour of direct relatives
- who already hold an Innsbruck Housing Ticket:
- Failure to report, or late reporting of, changes to personal or financial circumstances that were relevant to the application and registration as a person seeking accommodation.
- Where the conditions that led to registration as a person seeking accommodation within the meaning of these guidelines no longer apply.
- If two offers of suitable accommodation within the meaning of this guideline have been refused.
- Upon expiry of the deadline – if the Innsbruck Housing Ticket has not been renewed in good time.
In principle, in the event of exclusion under these provisions, a waiting period of at least one year is to be expected before a new application can be submitted. Under certain circumstances, longer special waiting periods of up to five years may apply.
Reference values for the award
The size of the apartment you can apply for depends on the number of people who will be living in it:

The reasonableness of the number of rooms depends on the layout of the apartment and the financial capacity of the persons to be provided for.
Innsbruck residential ticket for a city apartment
If you have not yet fulfilled the required periods of primary residence or employment and are homeless or at acute risk of homelessness, you may, subject to the following conditions, register for a limited number of ‘Stadt-Kleinst-Garconnieren’ (formerly ‘Stadt-Zimmer’):
- You are of legal age and single
- at the time of application, you have been registered as having your main residence in Innsbruck for at least one year without interruption
- You meet all other necessary criteria for an Innsbruck Housing Voucher
- You can provide evidence of your particularly precarious housing situation (homelessness or an acute risk of homelessness)
Due to the limited number of available accommodation units, these “Stadt-Kleinst-Garconniere” are not available for application via the housing allocation platform.
Allocation of the ‘Stadt-Kleinst-Garconniere’ is based on the date of application (not on the length of time spent on the waiting list) and is handled by staff from Service Unit Housing allocation
Tenancy agreements for a‘Stadt-Kleinst-Garconniere’are concluded for a fixed term of five years. A subsequent application may be considered.
If you meet the required periods of primary residence and employment for a standard rented flat, you will not be eligible to be placed on the waiting list for a small city studio flat.
Innsbrucker Wohn-Ticket for a change of residence
Do you already live in a council flat and wish to move to a different one because it no longer meets your justified housing needs? Under certain conditions, you may submit an application to change your accommodation for consideration.
An application to move house can only be assessed and processed – without exception – on the grounds listed below (at the earliest two years after the tenancy agreement was signed) and provided that all the necessary supporting documents are submitted. Applications can be made either in person by prior appointment or via the online form .
- Changes in family circumstances: The number of people living in the flat has changed, and as a result, your flat has become too small or too large according to the guidelines.
- Excessive rent burden: Your monthly rent is equal to or exceeds 40 per cent of your total net family income.
- Demonstrable urgent medical need: For example, you have a demonstrable need for an accessible flat, which is not available in your current accommodation.
- You have been living in a ‘Stadt-Kleinst-Garconniere’ for at least one year and have now fulfilled the required period of residence in Innsbruck as your main residence.
Additional points are awarded for the return of a council flat (see pages 20–21 of the Priority Listing and Allocation Guidelines).
When moving house, the tenancy for the flat you are vacating must be terminated before signing the tenancy agreement for your new flat.
Innsbruck residential ticket for condominiums
In addition to reservations for rental apartments, the City of Innsbruck also offers the option of making reservations for subsidized or subsidy-related owner-occupied apartments.
The personal requirements for this can be found in the reservation and allocation guidelines. The supply is very limited and depends on several factors, such as construction activity.

FAQs
Under what circumstances can an application be made?
Single people, families, married couples, single parents and registered partnerships (under the Registered Partnership Act).
A joint application is also possible for people in a long-term civil partnership (at least one year of shared main residence) or for married couples who have been living apart for at least three years.
Children may be included on the application together with their parents until they reach the age of 24. If they are in full-time higher education, this is possible until they reach the age of 26.
How long is the waiting time for a council flat?
Unfortunately, there is no one-size-fits-all answer to this, as it depends on several factors. As a rule, the highest points total is decisive. The waiting time is also influenced by how often and for which flats you apply on the housing allocation platform.
How old can my negative land register extract and my statutory declaration be?
The negative land register extract and the statutory declaration must not be more than six months old at the time of submission. The date of issue is decisive. Older extracts cannot be taken into account.
Which statutory declaration do I need to submit?
People who have no property or assets must sign the statutory declaration regarding property and assets.
Under certain conditions, it is also possible to apply for an Innsbruck Residence Ticket despite owning property. In this case, only the statutory declaration regarding assets needs to be signed.
Where can I see my ranking/my points total?
Ranking numbers will no longer be used from 1 June 2025. The number of points is the decisive factor – you can view this on the housing allocation platform on your personal homepage.
Are there any emergency flats?
No, the Service Unit Housing allocation does not have any ‘emergency flats’ available for allocation. All council flats are allocated in accordance with the priority list and allocation guidelines.
Can I apply for a specific flat?
Yes – on the housing allocation platform, you can see all the flats for which you are eligible to apply under the priority list and allocation guidelines. From these, you can choose which ones you would like to apply for.
Can I choose between a flat in a new-build or an older building?
Depending on availability on the housing allocation platform, you are free to choose which flats you wish to apply for.
Will my preferences for a flat be taken into account?
On the housing allocation platform, you can see all the flats for which you are eligible under the priority list and allocation guidelines. You can choose which ones you’d like to apply for – including location and facilities.
What should I do if I’ve lost my Wohn-Ticket number?
