Why was the whistleblowing portal set up?
In October 2019, the European Union adopted a directive on the protection of persons who report breaches of applicable EU law in a professional context(Directive 2019/1937). The directive attaches great importance to the protection of whistleblowers and was implemented at provincial law level in Tyrol through the EU Whistleblower Act (UVHG) .
Who can report irregularities via the whistleblowing portal?
The Whistleblowing Portal serves as the internal reporting office of the City of Innsbruck in accordance with the relevant legal provisions (Section 8 of the UVHG). Current and former employees of the City of Innsbruck may submit reports if, in the course of their professional duties, they obtain information about breaches covered by the law.
However, individuals who are not employees or former employees of the City of Innsbruck may use the external reporting office at the Provincial Ombudsman’s Office.

What can employees and former employees report via the whistleblowing portal?
With the whistleblowing portal, the City of Innsbruck is exclusively implementing the legal scope of application so that there is the possibility of reporting violations of legal provisions that fall within the scope of the Union acts listed in the Annex to Directive (EU) 2019/1937 and concern the relevant areas of Union law, see § 3 UVHG and § 3 HSchG.
How can I report grievances?
As an employee or former employee, you can report grievances or legal violations concerning the City of Innsbruck that you have become aware of in connection with your professional activities to the internal reporting office via the whistleblowing portal:
The input of information is anonymous if you do not disclose your data yourself. Please memorise your PIN number!
The notification is received via the portal. Receipt will be confirmed in writing within seven days via the portal using the PIN number provided. After three months at the latest, the portal will provide feedback on planned or already implemented follow-up measures for reports that fall within the legal scope of application.
